Matthew Williams

Matthew Williams joined IMPA as Deputy Secretary General in May 2022 from Lloyd's Register and has recently been appointed as Secretary General of the Association in December 2022.

Educated as an economist at the University of York and having served in the UK Royal Navy as a warfare officer, Matthew joined the International Chamber of Shipping in 2014. As the senior marine adviser on operational matters, he represented the interests of owners and operators at the IMO in all matters relating to navigation, autonomous shipping, cyber security and accident investigations. He made substantial contributions to industry best practice publications on matters ranging from bridge procedures to safety of liquefied gas tankers and from cyber security to mass rescue operations.

At LR Matthew provided regulatory and policy expertise on trends with the potential to disrupt or transform the industry, including maritime autonomous systems and decarbonisation. He provided advisory support to customers, IMO member States and to internal stakeholders preparing LR for the future.  

Matthew lives in Fareham, UK with his wife and two sons.
